2. Add your Garlic, Onions, Carrots and Celery and cook for 5 minutes on a low heat until Golden.
3. Increase Heat and add your mince, breaking it with a fork and stir while cooking, when brown add Stock, Wine, Undrained Tomatoes, Sugar and Parsley.
4. Bring to boil and the reduce heat and let it simmer for about 1 1/2 hours, you have to stir in occasionally.
5. Add your Salt & Pepper as per your taste.
